Security chiefs in raid drama at IBP Robbery Symposium
24 September 2003

More than 60 Senior Security managers from six of the UK clearing banks, other financial institutions and retail chains, were among the victims of a dramatic hold up in Portsmouth recently.

The realistic raid was part of a robbery simulation exercise performed by actors from the Theatre in Prisons and Probation company (TIPP) and provided a thought-provoking introduction to a lively debate about Health and Safety and raid-rate risk levels, organised as part of IBP International’s two-day Robbery Symposium.

With Professor Martin Gill acting as facilitator, the 80 delegates representing five police forces, leading retail chains, CIT companies and major financial institutions including the Post Office, discussed, ‘Is a raid-rate of 5% acceptable from a health and safety point of view?’.

Those proposing, focused on comparison of risks – while those against argued that it was difficult to justify any target other than 0%, because of the potential trauma and risk to life. The debate, dominated by senior figures in the industry, including, among others, David Dickinson, Chief Executive of the BSIA, Richard Childs, Chief Constable of Lincolnshire Police, resulted in the majority of the audience ‘against’. Seven voted in favour of the motion and 53 against the motion.

Topics for the IBP Robbery Symposium 2004 will include:
1. Presentation: How can industry help police secure convictions and reduce down-stream robbery rates.
2. Workshop: East European gangs, their methods and counter actions – presentations by European police and victim organisations.
